Since yesterday, I have been experiencing even worse data throughput during uploads than before. The upload begins at the usual (poor) rate, but after a short time (10–15 seconds), it drops to 50% and remains at that level until the upload is complete.
This really isn’t any fun anymore. 🙁
Please only post MP4 videos with H.264 encoding.
H.265 or other less common encodings cause problems in some browsers.

i have had this issue since the start of this version of the site...
i dont get more than 2-3 Mbps upload (which is painfully slow)
i have a symmetrical 1Gbps line (1000 up and 1000 down)
i dont expect to get near that speed but getting 2Mbps upload, is just very annoying...

If the restrictions have been present for you since the site was first created, whereas for me they only started a few days ago (I previously had a modest 5–6 Mb/s, but now it’s down to just 2–3 Mb/s for uploads), then the CDN can likely be ruled out as the cause. Could it be Cloudflare? Where are you located? I’m in Germany.
What has the experience been like for other uploaders? Please include your location as well.

Let me see what I can do. I have some free time next week. The video hosting provider seems to have had a quality degradation on their end, which might be causing all of this.
