She has nude-in-public.com crew with her – there is at least one guy taking photos of her, and one guy filming her, also probably someone with her clothes. Obviously it was one of the crewmen who payed for the food.
This is how Europeans are so different from Americans…in the U.S., people would be gawking and staring and police would probably be called. Sigh.
