I'll do you one better, and upload a screen recording. I have now confirmed that it doesn't matter which forum, it's whether I'm trying to create a new topic or reply to an existing one. Creating a new topic, I can't add videos. [Permission to view this media is denied]

I'm not able to recreate this issue on Mozilla Firefox on Android mobile. If you refresh your page, does the attachment section show up?

Also having trouble uploading. Basically freezes my page and when the upload process does appear to start, it stays at 0%.
What device / browser are you using?

That's odd. No, refreshing the page doesn't help. I also tried chrome on the same phone, but got the same issue there. My browser extensions are all disabled. I even tried creating another account, but that didn't work either. Setting the browser to desktop mode shows a file constraints list when I click the attachments button, but nothing else.
I'd be happy to do some more tests, but you'll have to tell me exactly what you want me to do.
